Child Safety Standards Policy

1. Purpose
The City of Bremerton is committed to ensuring the safety and well-being of all users, including
children, when interacting with its digital platforms. This policy outlines the standards and measures
implemented for the City’s app, which does not allow any user input and exclusively displays pre-approved
posts and videos created by the City.
2. Scope
This policy applies to the City of Brem, which:
- Does not allow user-generated content (e.g., comments, uploads, or interactive
features).
- Only displays content created and curated by the City of Bremerton.
- Is intended for public use, including families, children, and educators.
3. Content Moderation & Safety
The City of Bremerton ensures all content (posts, videos, and multimedia) shared via the app meets the
following standards:
- Age-Appropriate Content: All content is reviewed to ensure it is suitable for all
ages, including children. Explicit, violent, or harmful material is not included.
- No User-Generated Input: The app does not permit any user interaction, such as
comments, likes, or shares, eliminating risks associated with third-party content.
- Pre-Vetted Materials: All content is created, reviewed, and approved by City staff
prior to being posted, ensuring compliance with child safety guidelines.
4. Data Privacy & Security
- No Personal Data Collection: The app does not collect, store, or transmit
personal information from users, including names, addresses, or identifiers.
- Privacy Compliance: The app adheres to applicable laws, including the
Children’s Online Privacy Protection Act (COPPA), by not collecting data from children
under 13 without parental consent.
- Secure Hosting: Content is stored and hosted on secure, encrypted servers to
protect against unauthorized access or data breaches.
5. Age Restrictions & Design
- No Age Verification: Since the app does not require user accounts or personal
data, it does not enforce age verification. However, the City explicitly encourages families to supervise
children’s use of the app.
- Child-Friendly Design: The app’s interface is simple, intuitive, and free from
features that could expose children to risks (e.g., pop-ups, external links, or interactive elements).
6. Reporting Mechanisms
While the app does not allow user input, the City of Bremerton provides a public reporting
channel for concerns about content or safety:
